Dustin Hall MBA, CFP®, ChFC®
As Chief Investment Officer, he is responsible for developing the firm’s macro-economic forecast, asset allocation and individual security selection, as well as implementing the “Advance & Protect” investment strategy.
As a Wealth Advisor, Dustin serves as his clients’ personal CFO by effectively managing all aspects of their financial affairs through the seamless integration and coordination of their investment, financial, tax and estate plans. Dustin has extensive experience working with corporate executives and has a deep understanding of the intricacies and complexities of equity compensation.
Before founding Hall & Burns Wealth Management, he was an investment advisor representative, along with co-founder Kathy Burns, at ING Financial Network Investment Corporation. Prior to that, he held investment positions with several financial firms, including Wachovia Bank. He earned his BA with honors from East Carolina University, which he attended on a tennis scholarship, and also completed his MA in Business Administration. In 2007, Dustin successfully met the standards required by the CFP Board, including completing the education and examination requirements, and became a CFP® practitioner, (making him one of the youngest in the nation at that time.) He also holds the ChFC® (Chartered Financial Consultant) professional designation from the American College.
Dustin has been featured in a variety of publications, including the Wall Street Journal Online, News & Observer, and Triangle Business Leader. In 2010, he was named one of the Triangle’s Top 50 Entrepreneurs by Business Leader Magazine.
Dustin lives with his wife Cara, and their Welsh Corgi Webster, in Raleigh, North Carolina. He enjoys Duke basketball, reading, fishing and playing tennis.

Kathy Burns CPA, PFS
Kathy Burns, CPA/PFS is Co-Founder of Hall & Burns Wealth Management and leads the tax planning and estate planning specialties of the firm. With over 20 years of in-depth tax and financial experience, Kathy provides broad-based financial planning advice to both individuals and businesses. Her deep understanding of income taxes has enabled her to create customized strategies for AMT mitigation, exercising employee stock options, and retirement plan distributions for clients of the firm. She currently holds the Series 7, 63 and 65 securities registrations through LPL Financial.
Before founding Hall & Burns Wealth Management, Kathy founded Kathy Burns, CPA, PA in 1998. In 2004, she merged with Lanny Bynum, CPA, PA forming BURNS & BYNUM, CPA, PA, which she managed for several years, experiencing significant growth and success. Earlier in her career she was the Director of Corporate Tax, Planning and Budgeting at Blue Cross Blue Shield of NC and Tax Manager at RSM McGladrey. Kathy is a graduate of East Carolina University and is very involved in various community activities. She currently serves as the Treasurer for the Cary Chamber of Commerce, Treasurer of the Morrisville Rotary Club, and is the Past Chair for the Cary Chamber of Commerce and Past President of the Morrisville Rotary. In 2011, she was the recipient of the Triangle Business Journal’s Women in Business Award and Business Leader Magazine’s Women Extraordinaire Award.
Cara Hall
Cara Hall is responsible for making sure all of our clients feel special and have an enjoyable experience with our firm. She has a genuine interest in others and loves coming up with special touches and ways to surprise our clients throughout the year. Cara is also in charge of planning and coordinating numerous client events throughout the year.
Prior to joining Hall & Burns Wealth Management, Cara worked as a Registered Nurse for numerous healthcare providers and hospitals, including both Duke and Rex-UNC.
Outside of work, you can find Cara spending quality time with her family, including her husband Dustin and their daughter Ava. She is passionate about all animals but is most well known for being a Corgi fanatic. She currently has two Corgis, Jax & Ellie (but would love to have more). She also enjoys watching movies and spending time with friends.
Quinn Wieber, MBA
Quinn joined the Hall & Burns Wealth Management team in 2022 as a Client Service Associate.
In addition to providing our clients with unparalleled service and support, Quinn is responsible for simplifying and streamlining firm operations and reinforcing efficient administrative and client management functions. With a background in psychology and data analytics, he provides both an empathetic and calculated approach to the Client Service role.
Quinn received his bachelor’s degree in 2019 and just recently acquired his MBA in December of 2022 from Wingate University.
In his free time, Quinn enjoys playing tennis with his family along with hiking the various trails surrounding the North Raleigh area. He also enjoys watching Carolina Hurricanes hockey and Formula One racing.
Brittany Blattenberger
As a Client Service Associate for the Hall & Burns team, Brittany plays an integral role in supporting the daily operations of the firm and delivering an exceptional client service experience. She excels at client relationship management, back-office support services, and systems management. One of her natural strengths is connecting with people, so she enjoys getting to know clients on a personal level. Brittany joined the financial industry in 2018 and has experience in multiple roles, including as a financial advisor with a focus on planning.
Brittany earned her BA in Business Administration and a minor in Entrepreneurship from Shenandoah University in Winchester, VA.
Outside of the office, Brittany enjoys photography, traveling, and spending time with her husband, Taylor. Brittany is also a huge dog and Carolina Hurricanes fanatic.
Jenni Donovan Rios
She leads the firm’s marketing and social media strategies through creative collaboration with the Advisory team.
Her goal is to create innovative thought leadership pieces that highlight educational content and deliver clear and focused messaging to clients.
After graduating from the University of New Hampshire in 2014, she took on a role in Boston at an advertising agency specializing in planning and buying media across the financial services industry. In her time there, she gained invaluable knowledge in the financial markets and oversaw various clients’ advertising strategies’ success and effectiveness.
Jenni currently lives in Fort Lauderdale, and enjoys reading, pilates, and traveling.
